Department of Finance - Staff

DIRECTOR: Collins Tomei

Collins Tomei achieved his Bachelors of Business Administration degree from the University of Hawaii, Manoa Campus. His employment experience ranges from working at the Del Monte Pineapple cannery, power plant work on surface ships and submarines at the Pearl Harbor Naval Shipyard, 29 years of management work in the banking industry (International Savings, Honfed Bank, Bank of America – Hawaii, and Territorial Savings Bank), and leadership/volunteer work with non-profit organizations and community service organizations on Oahu and Hawaii Island.

DEPUTY DIRECTOR: Deanna Sako

Deanna Sako became Deputy Finance Director in December 2016. She started at the County of Hawaii in 1999 as Accountant for the Department of Parks and Recreation. In 2001, she joined the Finance Department as Controller, and later served as the Deputy Finance Director and Finance Director.

Her experience before entering County government included 12 years of auditing for Deloitte & Touche LLP in Honolulu, Maui, and Hilo. Deanna participated in the County of Hawaii and other county government audits for many of those years.

She graduated from Molokai High and Intermediate School, then received her bachelor’s degree from Wartburg College with majors in Computer Science and Accounting. She received her Master of Accounting Science degree from the University of Illinois.

Private Secretary: Crystallene K. Pacheco

Born on the Big Island and raised in Keaukaha, Crystallene attended Hilo High School and the University of Hawaii – Hilo. She moved to Las Vegas, Nevada where her career began in a successful mortgage company managing their Payroll, Post-Closing, and Human Resources departments. The opportunity in real estate mortgage and investments made her knowledgeable in a fast paced growing market in Nevada. She returned to Hilo and received her Hawaii Real Estate license and became a property manager for the former Jordan Property Management & Sales in East Hawaii. Prior to being appointed to Private Secretary, Crystallene was a Human Resources Specialist for the department.
