Department of Information Technology - Staff

DIRECTOR:  Jules Ung

JULES UNG is the Director of the Department of Information Technology for the County of Hawai‘i.

Born in Hilo, Hawaiʻi, raised in Puna, and a graduate of Waiakea High School, Jules received her B.S. in Business Administration in England from the University of Maryland - European Division. Prior to her appointment as the Director of Information Technology, Jules was an IT and Events Manager at the Research Corporation of the University of Hawaiʻi Conference Center where she organized and managed the IT component of international events. Leveraging various networks and modes of communication, she linked key leaders of government, business, and academia, providing seamless platforms for effective collaboration and information sharing.

Jules is also a class VI graduate of Ulumau – The Hawaiʻi Island Leadership Series which emphasizes Hawaiian values, community, and servant leadership. Although she has lived and worked in Japan, England, The Netherlands, Dubai, and throughout the Continental U.S., Jules knows Hawaiʻi Island is the most beautiful place on earth and feels privileged to be able to serve Hawaiʻi County. KELSIE KAMIYAMA KAILIULI is the Private Secretary for the Department of Information Technology.

Born and raised on the Big Island, Kelsie spent most of her career working in the financial institution industry before embarking on her government career. She also has a background in working with nonprofit organizations in her community. She received an Associate’s Degree in Business Administration & Technology and a certificate in Hotel Management from Hawaii Community College. Ms. Kailiuli received several service excellence, women’s leadership & management awards while working in the financial institution industry. She is proud to be serving the people of Hawaii County because she believes it is the best place on Earth.
