The Planning Department provides technical advice to the Mayor, Planning Commission, and County Council on all planning and land use matters. The Department is also charged with the administration of the Subdivision and Zoning Codes. The major Divisions of the Department are: Administrative Services, Administrative Permits, Planning, and Long-Range Planning.  There is also a West Hawaiʻi Division to better serve the needs of the Kona, Kohala, and Kaʻū districts.

PLANNING DIRECTOR:   Michael Yee

Michael Yee brings experience in urban planning, community development and housing grounded in cultural and historic preservation. He believes building trusting relationships leads to impactful collaborations in communities.  Michael is a strong advocate for government to play a leading role in social justice and equity issues.

Michael earned a Bachelor of Arts, College of Architecture and Urban Planning at University Washington and a Master in Business Administration, Albers School of Business at Seattle University.

DEPUTY DIRECTOR:   Daryn Arai

Daryn has dedicated his entire career, spanning close to three decades, to the Planning Department.  His responsibilities have ranged from processing of ministerial actions such as building permits to subdivision reviews, community long-range planning efforts, and providing technical and operational support for the Windward and Leeward Planning Commissions, Cultural Resources Commission, and the Banyan Drive Hawaiʻi Redevelopment Agency.  Daryn has managed various divisions within the department on both the East and West sides of the island and has found that the most rewarding aspect of his job has been working side by side with the talented and dedicated employees of the department.
