Requests for service received by Animal Control & Protection Agency are categorized as Priority 1, 2, or 3. Animal Control and Protection Officers continue to respond to Priority 1 calls 24-hours a day, island-wide. We receive an average of 50-75 calls a day, and answer calls and respond to voicemails from 7:45am to 4:30pm. To file a report, please call (808) 327-3558. If leaving voicemail, please state your name clearly, provide a brief description of your concern, question, or complaint, and clearly state your contact information.

Priority 1 calls are responded to within two hours and include those for sick or injured animals, any animal that is posing a public safety risk like an actively dangerous dog or an animal on a highway, animal cruelty where the animal's life is in immediate threat, and situations in which an animal’s owner has been arrested or died.

Priority 2 calls are responded to within 24 hours and include reports of animal cruelty where the animal's life is not in immediate threat, contained stray animals, and actively straying dogs that are not posing a public safety risk.

Priority 3 calls are responded to within 48 hours and include reports of cats being fed on County properties, humane animal trap requests, deceased dog and cat pick-ups, owner surrender requests, and reports of lost pets.

For large deceased animal, such as goats, sheep, or pigs, please call the Department of Public Works - Highways Division at (808) 961-8349 for County highways or roads, or the State Department of Transportation - Highways Division at (808) 933-8866 for State highways.

Actions You Can Take if You Find a Stray Animal or Lose a Pet

  • People who find healthy stray animals are encouraged to have the animal scanned for a microchip by an Animal Control and Protection Officer, at a veterinarian’s office, or by a local rescue group. If a found animal is microchipped, veterinary and rescue professionals can search for its owner by utilizing the AAHA Microchip Registry Lookup.
  • People who find a healthy stray animal or who lose a pet are encouraged to create a post on Petco Love Lost. Petco Love Lost is a searchable national database that uses patented facial recognition technology to make finding lost pets quicker and easier. This simple-to-use tool is easily accessible to the public and participating animal organizations nationwide. Uploaded photos of a missing dog or cat are immediately scanned to determine whether the lost pet is at a participating shelter or with a neighbor in the community. There are many organizations across the island using this technology, including Animal Control & Protection Agency. The technology scans photos at the shelters every two hours to reunite lost pets and their owners as quickly and efficiently as possible.

Animal Control & Protection Agency also posts pictures of stray animals in our shelters on our our Facebook page. We encourage the public to use every available option to them, including social media and posting lost or found flyers. Confiscated animal photos are not shared with the public due to ongoing case proceedings.
