The Purchasing Division assists all County departments and agencies in the purchasing of required goods and services in accordance with Hawai’i Revised Statute 103D, Finance Director Rules and Hawai’i County Purchasing Procedures. It is the mission of the Purchasing Division to procure quality goods and services that meet the user’s needs, at a reasonable cost, in a fair and impartial manner, and with the maximum feasible amount of competition.

The County of Hawai’i is constantly looking for qualified vendors to provide commodities and services at the most favorable prices, as this will continue to ensure that the County’s taxpayers are receiving the maximum value for their tax dollars. 

New eProcurement Portal Now Active!

Dear Valued Vendors! The County is transitioning to a new eProcurement solution, OpenGov for publishing solicitations, and receiving vendor responses. 

Our eProcurement Portal is your one-stop location for bid opportunities issued by the County of Hawai’i and allows interested parties to do the following:

  • Register to bid and receive notifications of future opportunities.
  • Follow updates to existing solicitations by finding the solicitation and clicking the Follow button. 
  • Submit questions and receive answers for open solicitations.
  • Guide vendors through the process of responding electronically to RFPs, IFBs, RFQs, etc.

Step 1: Register 

Sign up as a vendor at no charge with OpenGov by clicking the button below. Upon sign-up, you will receive an email from OpenGov with instructions to activate your account.

Step 2: Subscribe to Receive Solicitation Updates

Once your account is activated, visit the County of Hawai’i Procurement Portal and click the “Subscribe” button to stay up to date with solicitations. Upon successful vendor registration and after you have subscribed to receive notifications, solicitation documents will be available for download at no charge.

Step 3: Manage Notification Preferences 

After subscribing, manage your category code(s) and notification preferences by logging into your OpenGov Company Profile. Visit the OpenGov Help Page to learn more about setting up category codes.

 Current Public Purchase Bid Listing

The Department of Public Works will continue to post bids on Public Purchase until full transition to OpenGov is complete. To view bid and respond electronically, vendors are first asked to register with Public Purchase. There is no cost to the vendor to use the system.
