OSCER Cooling Solutions Packet

This Cooling Solutions Packet was developed to provide an overview of practical strategies communities can use to reduce heat exposure and protect public health during hot weather. The resource outlines a range of cooling approaches, including trees and greenspace, cool and permeable pavement, shade structures, water features, home cooling support, community cooling centers, and cooling kits.

For each solution, the packet highlights where it can be implemented, key co-benefits such as improved health, environmental protection, and community use, as well as potential trade-offs to consider. Together, these tools support informed planning and decision-making to strengthen community resilience to extreme heat.

Hawaiʻi County Integrated Climate Action Plan Implementation Progress Update

Published in June 2023, the Integrated Climate Action Plan (ICAP) for the Island of Hawaiʻi outlines the County of Hawaiʻi's strategic roadmap for climate action. This plan identifies actions the County government itself can take and is a first step for the County to hold itself accountable for climate action.
 
The development of the ICAP was a joint effort between the Department of Planning and Research and Development. A key short-term priority for 2023-2025 is to establish a centralized coordinating authority to oversee and manage County-wide actions and mainstream interdepartmental collaboration. We are proud to announce that the Office of Sustainability, Climate, Equity, and Resilience (OSCER) has taken on this role, successfully meeting this key milestone.

Hawaiʻi County Climate Action Simulation Game

Are you interested in experiencing the realities and opportunities of climate action with your friends, family, and neighbors in a fun interactive way?

The Hawaiʻi County Climate Action Simulation is an interactive, game-like activity that simulates island-specific effects of and solutions to climate change. In the simulation, each player becomes a real-life character possessing special abilities to reduce emissions and limitations that would ordinarily prevent the character from reducing emissions. Players work together on a board game to make Hawaiʻi County carbon neutral through pono practices by 2045.

Gather a group of eight players and we will help you host your very own simulation by providing materials and facilitation in the place of your choosing in Hawaiʻi County. Complete this online request form and we will contact you with the details and schedules.

FY2025 Disaster Supplemental Grant Program

EDA Fiscal Year (FY) 2025 Disaster Supplemental Grant Program

The Economic Development Administration (EDA) FY 2025 Disaster Supplemental Grant Program allocates approximately $1.45 billion to support economic recovery in areas hit by major disasters — hurricanes, wildfires, storms, flooding, tornadoes — in calendar years 2023 and 2024.

The funding is offered through three pathways: (1) Readiness Path for capacity-building and strategic planning, (2) Implementation Path for standalone construction and non-construction recovery projects, and (3) Industry Transformation Path for coalition-led, multi-project efforts aimed at transformative regional industry development.

Eligible applicants include Economic Development Districts, Indian tribes, state/local governments, institutions of higher education, nonprofits working with governments, and public-private partnerships; for-profit entities and individuals are ineligible. Typical funding covers up to 80 % of project costs (and up to 100 % for Tribal or severely distressed applicants).

Applications are accepted on a rolling basis for Readiness and Implementation, while the Industry Transformation path has a deadline of March 3, 2026

Kaulunani Community & Arbor Day Grants

Kaulunani Community & Arbor Day Grants

Kaulunani invites proposals that promote the protection and enhancement of our urban and community forests – tree planting & giveaways, the care of trees, and education on tree issues where we live, work, learn, and play.

This grant opportunity is open to communities across Hawai‘i. Non-profit organizations, private organizations, schools, places of worship, community groups, and state and county agencies are eligible to apply. Community grant amounts will range from $20,000 to $50,000, and projects must be completed by April 2027. Arbor Day grant amounts will be $10,000, and projects must be completed by December 2026. Application Deadline: March 1, 2026 at 11:59pm (HST). Notice of Funding Approval: Mid-April 2026


Healthy American Forests Initiative Request For Proposals

Healthy American Forests Initiative Request For Proposals

The Healthy American Forests Initiative is seeking proposals for projects that will support watershed restoration and vegetation management projects on National Forest System lands to achieve a healthy forest ecosystem. Applicants should develop proposals that increase forest management activities and reduce wildfire risk to ultimately promote healthy forests, increase timber productivity and protect American prosperity. Full proposals are due March 17, 2026, 11:59 PM EST.

Grants for Arts Projects (GAP)

Grants for Arts Projects (GAP)

Project-based funding for organizations in the areas of Arts Education, Challenge America, Dance, Design & Our Town, Folk & Traditional Arts, Literary Arts, Local Arts Agencies, Museums, Music, Opera, Presenting & Multidisciplinary Works, Theater & Musical Theater, and Visual and Media Arts. Funded activities may include a wide range of arts projects described in the application guidelines. Awards require a 1:1 cost share. We welcome applications from first-time and returning applicants; from organizations serving rural, urban, suburban, and tribal communities of all sizes; and from organizations with a range of operating budgets. Eligible applicants include: nonprofit, tax-exempt 501(c)(3), U.S. organizations; units of state or local government; and Federally recognized tribal communities or tribes. Funding in this category is not available for individuals, fiscally sponsored entities, commercial/for-profit enterprises, State Arts Agencies (SAA), or Regional Arts Organizations (RAO). Closing date for applications is February 12, 2026.

Compost Reimbursement Program

Compost Reimbursement Program 2026

The Hawai‘i Department of Agriculture and Biosecurity (DAB), Plant Industry Division, is accepting applications for the Compost Reimbursement Program for Fiscal Year 2026, which may partially reimburse agricultural producers (including farming and landscaping operations) for the cost of purchasing compost, including transportation costs.

Total funding for fiscal year 2026 is $400,000.  Agricultural operations may apply for reimbursement of up to 50% of compost and compost transportation costs expended between July 1, 2025 and May 1, 2026. Reimbursements under this program are not to exceed $50,000 per qualified purchaser. Applications will be processed in the order received while funding is available. The deadline to apply is May 1, 2026.

Micro-Grants for Food Security Program (MGFSP

Micro-Grants for Food Security Program (MGFSP)

The Micro-Grants for Food Security Program (MGFSP) supports efforts to increase the quantity and quality of locally grown food in Hawai‘i. Administered by the Hawai‘i Department of Agriculture and Biosecurity, the program awards competitive micro-grants to eligible individuals and organizations to help fund small-scale food production projects such as gardening, livestock and herding, and beekeeping. Individuals may receive $5,000 and organizations may receive $10,000 to carry out projects that benefit food-insecure households and communities by producing locally grown food. Grants are distributed through a competitive application process, and awardees are required to document their outcomes over a 12-month period. All proposals must be received before 12 P.M. Noon Thursday, February 19, 2026

Coral Reef Conservation Fund 2026

The National Fish and Wildlife Foundation (NFWF) is seeking proposals to improve the health of coral reef systems. Grants will be awarded to reduce land-based sources of pollution, advance coral reef fisheries management, increase capacity for reef-scale restoration, and to support management in their efforts to increase the natural recovery and resiliency of coral reef systems. Pre-proposals are due February 18, 2026, 11:59 PM, Eastern Time.

Community Impact Grant (Food and Housing Security)

Community Impact Grant (Food and Housing Security)

 Hawaiʻi Island United Way 2026 grant focus is housing and food security. They invite Hawaiʻi Island-based nonprofit organizations to apply for funding that supports food (programs focused specifically on feeding people, shelter service, hotel/motel lodging assistance, rent/mortgage assistance, and utility assistance. Priority will be given to programs serving ALICE households (Asset Limited, Income Constrained, Employed) or those living below the poverty line. Grant limited to $25,000 per grantee.  Grant limited to 1 program or project per nonprofit organization. The application is due February 16, 2026.

Hawaiʻi County Home Improvement Loan Program

The County of Hawai‘i has launched the Home Improvement Loan Program (HILP) to support low- and moderate-income homeowners in making essential home repairs and upgrades. Offering low-interest loans from $2,500 to $50,000 at a 3% simple interest rate, HILP is designed to enhance housing stability and safety for local families and kūpuna. Seniors aged 62+ and individuals with disabilities may qualify for 50% loan forgiveness after 15 years. Eligible improvements include roof repairs, plumbing upgrades, disability accommodations, and more. EmPOWER Grant Program

EmPOWER Grant

Hawaiʻi Energy’s EmPOWER Grant helps small businesses and 501(c)(3) nonprofits reduce operating costs through energy-efficiency upgrades. Eligible applicants (including restaurants, small shops under 5,000 sq. ft., and nonprofits on Hawaiʻi Island, Maui, Molokaʻi, Lanaʻi, or Oʻahu) can receive up to $6,000 in reimbursement, with larger awards of up to $15,000 available for select projects.

Applications opened August 1, 2025 and are accepted on a first-come, first-served basis until funds run out. Projects must be completed and verified for reimbursement, and awardees are required to complete a short follow-up survey.

Aloha ʻĀina Program

Aloha ʻĀina Program

The Aloha ʻĀina Program is an initiative by Zero Waste Hawaiʻi Island (ZWHI) aimed at fostering a culture of source reduction within East Hawaiʻi schools. The program encourages the transition to reusable foodware systems in school cafeterias and integrates educational components that highlight the environmental and health impacts of disposable foodware, including exposure to harmful chemicals. By emphasizing the revitalization of indigenous knowledge and land use systems, the program seeks to introduce innovative approaches to waste reduction, actively decreasing greenhouse gas emissions, waste, and pollution while strengthening connections to the land.

Key Activities Include:

  • School Waste Audits: Assessing waste generation to develop targeted reduction strategies.

  • School Site Evaluations: Analyzing cafeteria operations and disposable foodware usage across 29 schools.

  • Educational Toolkits: Providing resources for educators and custodial staff to minimize disposable foodware use and promote safer cleaning practices.

  • Assemblies & Workshops: Conducting school assemblies and agricultural workshops to deepen students' relationships with food systems and environmental stewardship.
