Upon adopting the annual budget, each Council District is allocated funds at the start of each fiscal year, beginning July 1st. These funds are designated to support community projects and address urgent needs within County departments/agencies that the County did not initially include in its operating budget. It is essential to emphasize that entities can only expend Contingency Relief Funds ("CRF") for public purposes. While County departments/agencies can transfer CRF to nonprofit organizations to assist in meeting these needs, CRF disbursements to nonprofits must clearly demonstrate a benefit to Hawaiʻi County residents and align with services relevant to the County.

For Fiscal Year (FY) 2025-2026, $900,000 was appropriated to the Council's CRF account. Divided equally among the nine (9) Council Districts, each received an allotment of $100,000

How 501(c)(3) Nonprofits Can Apply for Contingency Relief Funds

(1) Contact a County Council Member. Reach out to a Council Member representing your district to discuss your organization’s interest in receiving CRF support. If the Council Member is supportive, they will direct you to submit an official CRF Application online.

(2) Submit the CRF Application Online. Complete the application thoroughly, including your project description, itemized budget, and all required supporting documents (see “Eligibility Requirements” below).

TO ENSURE YOUR NONPROFIT RECEIVES CRF IN TIME, PLEASE SUBMIT YOUR APPLICATION AT LEAST 10–11 WEEKS BEFORE FUNDS ARE NEEDED. The recommended lead time allows for internal processing, potential revisions, multiple reviews, Council referral and adoption, contract routing, and disbursement of funds.

(3) Application Review. Your application will be reviewed by the Special Assistant to the Council Chair for eligibility and completeness and to identify any concerns regarding the proposed use of CRF for public purposes. You may be contacted to provide additional details or revise your budget.

(4) Next Steps Toward Funding. If the application is found to be eligible and complete, the Council Member may begin the grant award process (see “County's Procedure for Awarding Grants” for details), and the Special Assistant will notify you accordingly.
